Regional Programmatic Alignment Process Results
LAC Leadership Team Analysis:
In November of 2006, the LAC leadership team held a regional conference in order to analyze the work of the country offices, develop the regional strategy for Latin America, and further the programmatic alignment process. Conference attendees included CARE colleagues from Bolivia, Brazil, Colombia, Canada, Ecuador, El Salvador, France, Guatemala, Haiti, Holland, Honduras, Nicaragua, Peru, United States and the United Kingdom, as well as representatives from an additional 10 external groups. The regional analysis focused on 5 objectives:
Underlying Causes of Poverty (UCP)
Although each LAC CO identified a different set of UCPs, the Regional Conference focused on the two that they all had in common--discrimination and inadequate or poorly implemented public policies.
Using external input, attendees formed a better understanding of the regional context in which they work and outlined the tasks and roles that they would ideally play as an organization that communicates with, works beside, and learns from others.
Regional Strategic Roles
Using case studies of successful CARE programs, attendees identified the roles in which CARE has the most impact and defined regional strategic roles as advocates, facilitators, supporters, innovators, and visionaries.
A conference group session worked to identify the internal obstacles that hinder the ability of CARE to realize these strategic roles, such as difficulty learning form others and ourselves, risk-adverse attitudes that prevent innovation, and management structures that prevent flexible problem solving.
A final conference group session worked to provide recommendations for short, medium, and long term in the region as well as recommendation for CARE International and its Members.
Theory of Change
The output of this process was the Theory of Change (completed in 2007), which is our guiding document for implementing the CARE-USA Strategic Plan.
