CO Level Programmatic Alignment Guide

5-Step Process:


After CARE International articulated a new vision in 2000 and later joined the international community in its effort to reduce poverty by 50% by 2015 as one of the Millennium Development Goals (MDG), a 5-Step Process for Country Offices was developed in order to guide country offices in their alignment towards these objectives:
  1. Orientation - process participants (namely country office staff) familiarize themselves with the Millennium Development Goals (MDG), their impact targets and progress indicators, their overall framework, the movement they embody, and their limitations as namely socio-economic rights.
  2. Initial Analysis and Impact Indicators - process participants choose from list of MDG targets and others outside of the MDG framework that are in line with the Rights Based Approach (RBA) and CARE International Programming Principles.
  3. Research and Analysis - process participants research each thematic area chosen in Step 2, collecting information that provide insight into the current progress within each theme and their future outlook.
  4. Identification of the Underlying Causes of Poverty (UCP) - process participants perform an inter-disciplinary analysis using information and analysis gathered in Step 3 in order to identify the UCP that prevent progress in each thematic area.
  5. Strategy Alignment - process participants assess the findings of Steps 1 - 4, revisit and adapt program priorities, and begin to evaluate their future (Development Hypotheses), potential (SWOT Analysis), and stakeholders (Stakeholder Analysis).


Key Outcomes:


Each step of the 5-Step Process should lead to identifiable results that can be used for subsequent steps within the process and / or for the programmatic alignment process as a whole:
  1. Orientation
    1. In depth understanding of MDG framework and indicators
    2. Identification of other indicators to consider
  2. Initial Analysis and Impact Indicators
    1. Final selection of MDGs and other indicators for the CO
  3. Research and Analysis
    1. Compilation of research on status of MDGs and other areas in the COs
  4. Identification of the Underlying Causes of Poverty (UCP)
    1. Identification and analysis of the Underlying Causes of Poverty -
  5. Strategic Alignment
    1. Program Goal - aligned with CARE’s vision, with a 2015 horizon, and targets (objectives) and indicators that reflect both the MDG targets, and the impact indicators associated with the CI programming principles
    2. Program Strategy - cross cutting program strategy that applies in whole or at large to all specific MDG targets and reflects CI Programming Principles.
