Program Quality

Tool A: Designs
A checklist that is applied whenever a new project is designed. This checklist promotes reflection about project designs and about the extent to which it is consistent with the Programming Principles. It serves as a mechanism for obtaining approval for submitting proposals to donors; all project proposals must be accompanied by this checklist.

Tool B: Implementation
This survey is applied once a year to each program/project under mplementation to ensure that they are upholding Program Principles.

Tool C: Evaluation
Assessment of programs following their evaluations to assess whether these programs upheld the Program Principles and yielded the expected impact.

Tool H: Project Management
This survey assesses whether or not a project is managed in a satisfactory manner following the CARE International project standards. It is applied by project managers once at the beginning of each project or when a project is transferred to a new manager.

Alliances and External Perspectives

Tool D: Analysis of Allianes in which CARE Participates
Monitors the number and types of strategic alliances and partnerships. This tool should be perfomed once per year for each partnership formed.

Tool K: Interviews with Outside Actors
Monitors the way external Actors view CARE and our contribution to reducing poverty. This tool should be perfomed once per year.

Resource mobilization

Tool E: Financial Management
Seeks to promote good budgeting by assessing whether or not a program initiative is maintaining a burn rate of 10% within the approved project budget. It is applied by a financial anaylst three times per year.

Tool F: Mobilization of Groups/Organizations
Assesses the number of groups or organizations mobilized to support initiatives to address the underlying causes of poverty. Applied once per year by a team of CARE personnel.

Financial Management

Tool G: Resource Mobilization
Measures 1) amounts of financial and non-financial resources mobilized for each program priority, 2) level of donor diversification and 3) amount of unrestricted funds raised through locally managed actions. Peformed three times per year.

Governance and Human Resources

Tool I: Government and Human Resources
Monitors the levels of participation, inclusion and diversity in management and decision making processes. Performed annually by a committee.

Monitors levels of participation, inclusion and diversity in management and decision making processes by gathering individual employee opinions. Applied by employees of CARE on an annual basis.
